People cannot be more productive than the system they work in allows them to be.  For example, you may have a maintenance team with precision skills but they work in a reactive environment. If so, these skills are often wasted because there is no time to use them.

Part of improving the work system goes hand in hand with the next belief –  leadership is obligated to develop, communicate, and coach implementation of the work processes in the work system.
