What happens when Maintenance is required to report to Operations?

This usually happens when organizations go from a centralized to decentralized maintenance. While many tout the benefits of this organizational structure, the real reason for the change is to reduce cost by removing maintenance managers.  The fundamental problem is that asking the operations manager(s) with little to no experience with maintenance to take on both the process and maintenance essentially taking on two jobs.
