TRM’s Seaport-e Task Order Description and Experience

We are offering services all of the zones shown in the following table.

A detailed explanation of each one of these functional areas is provided below.

3.2 Engineering, System Engineering and Process Engineering Support
TRM provides business process reengineering and makes recommendations for selection, implementation, integration, and product modification of commercial off the shelf (COTS) asset management and maintenance solutions. We focus on warfighter-supporting business lines such as facilities, utilities, fleet vehicles and energy provision.

We deliver complete Systems Engineering strategy and implementation solutions that optimize the technology used to manage physical and IT assets. Our solution starts with providing our customers with a deep understanding of:

  • The recommended IT solution
  • The technology and application platforms behind it
  • The supporting network infrastructure

all in alignment with business practices, objectives and information assurance policies. We deploy industry best practices designed to mitigate system and operational risk, and leverage proven enterprise software tools that produce quantifiable metrics.

Guided by your mission and objectives, we help determine the applications, services and IT products that will support strategic initiatives. This portfolio of IT initiatives is then managed by a Systems Engineering methodology that effectively manages time and resources, budgets, programs and projects within a single framework.

TRM develops:

  • Strategic and tactical alignment between IT and business objectives
  • Proper capacity planning to maximize performance and availability
  • Effective configuration management to deal with evolving requirements
  • Risk mitigation plans for deployment and sustainment efforts
  • Performance, availability and quality data
  • Metrics (i.e. SLAs and KPIs) that are agreed upon across all stakeholders
  • Recognition and understanding of constraints (schedules, funding, resources, skill sets and information assurance)

An important aspect to all of our system and process re-engineering work is the development of meaningful Key Performance Indicators (KPI) for multiple organizational levels (facility maintenance, utilities, transportation, etc) to support process monitoring, process changes and continued operations. These internally-focused metrics gave each level of management a set of useful tools to aid them in improving efficiency of their business processes. We also develop externally focused metrics to aid in measuring overall organizational success in meeting mission requirements.

Additionally, we perform extensive system and software configuration activities to enable communication and data transfer between various platforms such as UNIX, Windows, Oracle, WebMethods B2B server, BEA WebLogic, and IBM Websphere.

3.6 Software Engineering, Development, Programming, and Network Support
TRM supports Navy and Army organizations in the standardization, implementation and integration of their enterprise applications. For instance, TRM was the Prime contractor that partnered with NAVFAC on their Single Platform Maximo program that included consolidation of multiple work and asset management systems into a single, web-based enterprise application that supports over 5,000 users Navy installations worldwide. Based on this work, and other similar contracts outside of DON, TRM has acquired the knowledge and skills required to design, implement, and support COTS solutions for enterprise systems. We understand complexities associated with deployment of COTS solutions and integrating them into an organization’s existing business processes.

TRM designs enterprise management systems to meet initial and anticipated transactional loads. Our approach is to thoroughly assess and document customer requirements prior to development of system design specifications.

TRM provides the analysis and recommendations for hardware and software required to address system performance and availability, initial/anticipated transactional load, initial/anticipated storage requirements, and security compliance (e.g., PKI, SSL, data classification, and authorized ports/protocols). Upon completion of such an assessment, we work with various hardware and software vendors to produce a complete system configuration and generate a detailed bill of materials to match the recommended design specification. TRM also manages the procurement process and logistics to deliver necessary hardware and software to the client’s designated receiving area.

TRM systems engineers validate the system design through the use of Application Performance Management (APM) tools. We have a proven track record of wielding APM tools to load/stress test enterprise systems in a pre-production setting and then to deploy other APM tools that monitor those enterprise systems in a production setting to ensure compliance with performance and availability expectations.

Implementations of new systems usually mean new business processes and new technical challenges. Over the years, TRM has refined a very successful and phased approach that is adapted to each client’s project or program. The primary phases include:

  • Project Management/Planning: TRM applies the principles of PMI's PMBOK to ensure on-time delivery and completion of milestones, manage and mitigate risks and assure a high-level of customer satisfaction by defining and implementing effective quality control processes.
  • Analysis: TRM analyzes local data, IT-related factors, interface requirements, and changes to business processes. We will review and gain an understanding of the legacy application and data, which is necessary to provide applicable training and correct data maps for the migration.
  • Legacy Data Migration: TRM provides data migration services. Data from multiple legacy sources such as database applications or spreadsheets are analyzed and mapped into the target system database. Our database team develops a data-driven and repeatable process allowing for efficient and cost-effective migration. This process includes multiple test runs with customer reviews at appropriate points to ensure that data was being accurately migrated.
  • User Training: TRM has provided end-user training to literally thousands of users across the US Navy, using a consistent approach. Our approach consists of establishing a training coordinator role who works with other project team leaders and the client points of contact to identify specific training requirements, such as:
    • Class location
    • Training manual development
    • Number of students
    • Level of student sophistication with target platform
    • Specific functional areas to be trained in
    • Web-based and/or classroom training
    • Schedule
    • Feedback on training effectiveness
  • Go-Live Support: TRM’s implementation team provides both onsite and offsite support. Our project leaders develop a recommended go-live support window based on analysis of system complexities, user input and other client requirements. An on-site command center is established and staffed with key TRM and client personnel to provide a central POC for the implementation team that we deploy out to the user community. The off-site team provides supplemental support and work during off-hours so many issues can be corrected by the time the onsite team and client staff can be back to work the next day. This ‘tag team’ approach greatly accelerates the resolution of problems uncovered during the go-live phase, which leads to more effective use of onsite resources and greater user acceptance of the new system.

We know how to effectively work within the myriad constraints of Navy IT regulations, budget, schedule and scope. We also develop, implement, and support of configuration management policies required to effectively manage change requests, perform analyses, design solutions, and promote those changes through various tiers of the system architecture. TRM has developed skills in multiple disciplines: functional knowledge, business process knowledge, SQL, JAVA and JAVA script, TRM RulesManager™, High Availability system design, System Integration design, interface development, report writing, and data conversion and migration.

Application Integration and Interfacing: We develop and implement interfaces between asset maintenance and management systems like the Navy Working Capital Fund (NWCF) and RMS financial systems, other work management systems, supply systems, timekeeping/payroll systems, internet Naval Facilities Asset Database (iNFADB), and many more.

Real time integration between web-based systems is also part of the leading edge technical services that TRM provides. One example is integration of NAVFAC SPM and the DOD Tri-Service Defense Medical Logistics Support System (DMLSS)

Handheld Automation Technology for the Technician: TRM implements handheld technology for the US Navy and the US Marine Corps to provide technicians in the field with information they need, including maintenance instructions and history for each piece of equipment. We utilize software such as SYCLO and leading edge hardware, both wireless and batch-connected, to enable these technicians to work smarter and more efficiently. We then integrate those handheld solutions into asset and work management applications. Our technical staff ensures compliance with Information Assurance regulations and other DON policy requirements.

3.12 Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support
TRM assists organizations in their strategic planning, deployment and operational support requirements for their LAN and WAN infrastructures. We have systems engineering resources with skills and experience in network design, network security, network administration and network analyst disciplines.

Our systems engineers are well qualified to provide exceptional support when it comes to application and system delivery strategies. These resources are multi-disciplined in the design, configuration, and optimization of a variety of enterprise server/workstation hardware platforms, storage area networks devices, firewalls, load balancers, switches, routers, server/workstation operating systems, application servers, integration platforms, reporting engines, database management systems, etc. This multi-disciplinary experience has produced TRM systems engineers who are well versed in end-to-end solutions, as opposed to simply point solutions.

TRM offers consulting and technical services to assist in the development and on-going maintenance of IA policies and procedures. Specifically, TRM has consultants that have knowledge and experience in the development and maintenance of certification and accreditation programs such as DOD’s DITSCAP.

TRM’s extensive knowledge and experience in working with enterprise systems, understanding of the inner-workings of enterprise system architecture, understanding of DOD and DON IA policies and procedures, and understanding of DOD and DON data center and network infrastructure, help insure that clients who request IA services from TRM are going to receive tremendous value.

3.18 Training Support
TRM provides services for the complete training lifecycle including developing standard operating procedures and documents for creating a multi-level, roles base, multi-lingual master curriculum. Our training and communication plans include Visio diagrams, PERT charts, project plans, training and instructor manuals, and more.

Since September 2004, TRM has been working with the Oracle iLearning 4.3 and 5.0 solutions. We use the Oracle LMS and Macromedia development tools to configure, administer and develop content.

  • TRM conducts a thorough training and communication assessment, including a look at who needed to know what and when, and best the methods to provide the training.
  • We develop roles-based training curriculum supporting user-specific training paths with workflow to accommodate compliance and mentoring, and location- and role-specific criteria. The curriculum focused on the business processes, which were mapped to technology systems.
  • TRM configures user types, permissions, and single sign-on and pass codes within the LMS, based on system users, trainers, instructors, administration and executive training paths.

3.21 Functional and Administrative Support
TRM employs proven TRM Issues Management Assurance Methodologies, which include, but are not limited to, standard internal project issues management processes and procedures that have been developed over many years. This provides an effective communication mechanism for client feedback. In addition to our formal process, TRM senior leadership is always open to communications/discussions with its project teams and/or the customer’s representatives to help ensure not only the resolution of issues, but to foster a cooperative atmosphere with that guarantees responsiveness to the customer’s requirements.
